In my Despatch No. 331 of the 11th.

November, 1909, I had the honour to forward a scheme, recom-

-mended by Commander Basil Taylor, for the redistribution of

work in the Harbour Office which resulted in a net saving of

$1,637 per annum, Commander Taylor informed me at the time

that he was not entirely satisfied with this re-distribution

of the work, but that it was the best he could do under the

circumstances. He added "for one thing I can vouch which is

that the work will be done, I will see to that". However,

shortly before going on leave Commander Taylor requested Com-

-mander C. W. Beckwith, whom I have appointed to act as

Harbour Laster during the former's leave of absence, to re-

-present to me that Mr. M. McIver's services were now badly

needed afloat in connection with the supervision of Junk

Traffic and of the two Portuguese Junk Inspectors. Commander

Beckwith informs me in a minute dated 7th. instant that Mr.

McIver
